If the apartment costs more than ₪20,183,565, the olim relief does not apply and the whole tax follows the regular scale. The thresholds are frozen until 15 January 2028.32

How much purchase tax does an oleh pay?

For olim who arrived after 15 August 2024, buying a sole apartment: 0% up to ₪1,978,745, 0.5% up to ₪6,055,070 and 8% up to ₪20,183,565. For example, on a ₪3,000,000 apartment about ₪5,106 instead of about ₪45,538 on the regular scale (thresholds frozen until 15 January 2028).

Can I buy before aliyah and still get the relief?

Yes, if your aliyah happens within a year of the purchase. For an off-plan apartment, up to 3 years between the purchase and your entry, provided you receive an oleh visa or oleh certificate within a year of the purchase.

What mortgage will a bank give an oleh?

Under the Bank of Israel directive, up to 75% of the price for a sole apartment. A buyer who does not count as an "Israeli citizen" under the directive gets up to 50%. The bank decides based on your income; ask early how it will classify you.

Does the relief apply to returning residents?

In the regulations, an "oleh" is someone who entered with an oleh visa or oleh certificate, or with an A/1 visa. Returning residents are not mentioned, so by the text the regular rates apply to them. Confirm this with a lawyer or the Israel Tax Authority.
